[99s-extend] Cowboy helloworld make fails with missing_beam_file (hipe)

yes it exists. I believe hipe is enabled by default when I compile.
however there is no
/usr/local/lib/erlang/lib/hipe-3.10/ebin/hipe.beam
/usr/local/lib/erlang/lib/hipe-3.10.1/ebin/hipe.beam
which is what relx is apparently looking for.
Do you know where does relx get these paths from?
