Configuration of CPU upper treshold, i.e. when the CPU load
is rising and crosses this treshold then the PMON function
in ISS will raise a CPU alarm.
CPU lower treshold, i.e. when the CPU load
is falling and crosses this treshold then the
PM function in ISS will cease the CPU alarm.
The sampling period during which CPU usage is measured.
This period is given in seconds.
Memory upper treshold, i.e. when the Memory usage
is rising and crosses this treshold then the PM
