Erlang.mk will no longer feature packages out of the box,
except for the applications that we implement plugins for
(such as erlydtl, proper or relx) and the projects I work
on that are also used to test Erlang.mk (cowboy and friends).
This is a breaking change. In most cases the fix is to add
a full dep_* line for the dependencies that were used as
packages before.

This is a first step toward semi-automated version management.
Cowboy, Cowlib and Ranch still use tags for the time being.
We can make a better update to those when there's a lock
feature added.

This allows us to avoid autopatching when the Makefile of an
Erlang.mk project contains the word "rebar".
Had to update elvis and xref_runner to master for now because
of incompatibilities. The problem went unnoticed for a while
because they were autopatched.

If you were using the index file as a "lock file",
bear with me for a moment, equivalent functionality
will soon be added. :-)
