Merge branch 'rickard/proc-sched/OTP-9892'

* rickard/proc-sched/OTP-9892:
  Teach etp-commands to understand new emulator internal data structures
  Optimize process state changes
  Optimize process table access
  Implement possibility to use ordinary mutexes as process locks
