Merge branch 'dotsimon/erts/heart_no_kill/OTP-13650'
* dotsimon/erts/heart_no_kill/OTP-13650:
erts: make HEART_NO_KILL have to be set to TRUE
Don't kill old erlang if HEART_NO_KILL is set
