Fix syntax highlighting of $\' in Emacs mode
The single quote in $\' does not begin an atom. Change the regexp to
treat it just like $\". Previously this code would be incorrectly
highlighted:
foo() ->
Quote = $\',
%% This gets coloured as an atom, not as a comment
...
