Merge branch 'lukas/docs/xmllint_fixes/OTP-14721' into maint
* lukas/docs/xmllint_fixes/OTP-14721:
ssl/ssh: Remove/ignore unused XML_FILES doc files
Refactor xmllint check and make it fail on failure
Add toplevel xmllint make target
