When the schedulers never go to sleep (and thus never polls)
it may be that the fds in schedulers poll-sets are never polled.
Before this commit, this was solved by starting a timer when an
overload was detected. This had issues as overloads were not always
detected in time. So this commit reverts to the pre OTP-21 behaviour
so keep a global counter makes that the poll is called when it should.

packet raw is a stream, test code manged it packet oriented in
the function active_raw.

The encoded value of the SRP extension length was bigger than the
actual length of the extension. This could cause interoperability
problems with third party SSL implementations.
This commit corrects the encoding and decoding of the SRP extension
length.

The charset detection parsing crash in some cases when
the XML directive is not syntactic correct.
|

b89044a800c4 introduced an optimization that tries to delay creation
of stack frames. It turns out that this optimization is not always
safe. (See the new test case for an example.)
Since the code generator is completely rewritten in the `master`
branch for the upcoming OTP 22 release, it does not make sense trying
to mend this optimization. It is better to remove it. Out of a sample
of about 1000 modules in OTP, about 50 of them are changed as a result
of removing this optimization.
The compiler in OTP 22 will do the same optimization in a cleaner,
safer, and more effective way.
