Constraints such as:
INTEGER (1..10, ..., 11..20)
would fail to compile. Make sure it is properly ignored.

OTP-11305
It was originally written before this interface existed.
Function can now take a literal dictionary as input, instead of a path,
and can return results instead of writing them to the filesystem.
Didn't matter before diameter_make since the module was only called from
diameterc(1).
Instead of being output as a consequence of a debug option.
In preparation for allowing return instead of write.
"spec" is an old term the internal representation of a dictionary. The
new extensions are in the style or those that compile(3) can generate.
Should have been part of commit af682258.

Fix race condition in mnesia_monitor
OTP-11497
Mnesia_monitor detect mnesia down using a remote process link
and net_kernel nodeup to detect that a node are reacable again.
If there is a short node communication problem.
The node-down and node-up events can happen before the
remotely linked process generates an 'EXIT'.
When node-down and node-up events are recevied they are
stored and later checked if the node came up just before
mnesia flagged the node as down.

Valgrind complained that erts_cmp_bits sometimes read one byte too much
from bitstrings. The byte was never used and the invalid read is safe
in opt-VM due to padding in binary allocation (CHICKED_PAD).
