Apart from cleanliness, the test suite runs many tests cases in
parallel, so it never hurts to reduce the memory pressure.

It seems that the original purpose is to test encoding by
directly calling the module (as opposed to calling indirectly
using asn1rt). That is tested in many other test cases (such
as testPrimStrings); thus this test case no longer serves any
useful purpose.

The per_GeneralString/1 test case compiles MULTIMEDIA-SYSTEM-CONTROL
and then does a single decoding. Save some compilation time by folding
the test into the h323test/1 test case.

The PER back-end no longer use a driver (or even a NIF),
and the test case would not fail if it didn't work because the
spawned processed were not linked.

+sfwi Interval
Set scheduler forced wakeup interval. All run queues will be scanned
each Interval milliseconds. While there are sleeping schedulers in
the system, one scheduler will be woken for each non-empty run queue
found. An Interval of zero disables this feature, which also is the
default.
This feature has been introduced as a temporary workaround for lengthy
executing native code, and native code that do not bump reductions
properly in OTP. When these bugs have be fixed the +sfwi flag will
be removed.

When integer_to_binary/2 receives 0 or a negative number as an argument
with a base that is different from 10, it will return incorrect values
(<<>> in the case of 0) or it will crash (with negative numbers). This
commit fixes these problems and adds tests to cover these cases.
