This can now be explicitly set by the 'sasl_error_logger' configuration parameter, but if not set, the default encoding is now utf8. When printing to this log, the Unicode translation modifier, t, might be used in the format string.

The SASL documentation confusingly talks about a handler 'error_logger_mf_h' which doesn't actually exist. The handler is named 'log_mf_h', and it and all other error handlers used by SASL are part of stdlib, not SASL itself. This patch makes the documentation clearer.

log_mf_h are given The sasl application starts and adds log_mf_h handler if all three environment variables are given and valid. If any of the variables are invalid, sasl startup will crash. Earlier, if one or two of the variables were missing sasl would successfully start but silently skip adding log_mf_h. This commit changes this behaviour so that sasl startup will crash if some variables are given and some are not.
