Running out and out_r one after another many times will copy one list
back and forth if another is empty. Change r2f and f2r to copy only half
of big list so such cases will happen more rarely

According to the documentation, if the second or third line in a
script starts with %%!, then escript will use the rest of the line
as emulator options. However, previously this was only the case
if the first line started with #!. This change removes that check,
and unconditionally uses the %%! line if present.

Note the comment in this file incorrectly stated that ssl:pid/1 should be
removed in R17, the intention has always been R16. This function
has never done anything relevant for the new ssl implementation that is
default in R14 and the only available one in R15.

It is actually wrong to be using the same variable name to denote
arguments and return values which have possibly different types.
This patch corrects this.
