The manual says that an Emacs directive can be placed on the second
line. With this patch that directive is also recognized when selecting
encoding of the script.

The test case deletes a Dets process while it is repairing a file.
Another client waiting for the Dets process to reply then kicks in and
repairs the file. Apparently the temporary file was still open,
resulting in an eacces error on Windows.

RFC 6733 has changed the arity of Vendor-Id in this Grouped AVP, from 1*
in RFC 3588 to 1 in RFC 6773. This impacts the generated dictionary
modules: Vendor-Id is expected to be list-valued in the 3588 dictionary,
integer-valued in the 6733 dictionary. This, in turn, breaks the
independence of capabilities configuration on a service or transport
from the dictionary that will be used to encode an outgoing CER or CEA.
This commit fixes this by massaging any Vendor-Specific-Application-Id
config as appropriate when constructing CER or CEA for a given
dictionary.

Allow both share_peers and use_shared_peers to be a list of nodes, or a
function that returns a list of nodes.

This is the functionality that allows transports to be shared between
identically-named services on different nodes, which has been neither
documented nor tested (until now).

Characters encoded in latin1 (with no encoding comment) will not
work in R17 since the default encoding will be UTF-8.
The asn1 test suite contains two instances of comments written in
Swedish.
The comment in the .asn1config file is hard to understand and possibly
out-of-date. Since the comment is not essential, simply delete it.
Translate the comment in the other file to English.

Tests that compare execution time for release_handler:install_release
sometimes fail. This has been corrected by multiplying the time with
the CPU utilization in order to disregard wait time for e.g. file
access and and non-erlang related load.

Some certificates may use these OIDs instead of the ones defined by
PKIX/PKCS standard.

The HiPE compiler implicitly relied on the assumption that a function
will never appear as both exported and also used as function closure.
This was true because the BEAM compiler prior to R16B created module
local anonymous functions for each closure. A proposed change to the
BEAM compiler invalidates this invariant, so in order to accommodate
for this change there needs to be a change of how the set of possibly
escaping functions is computed.
While doing this, the code was simplified by taking out a boolean()
tag that indicated whether a function is a closure or exported and
also slightly cleaned up the affected modules.
