The OSE port is no longer supported and this commit removed it
and any changes related to it. The things that were general
improvements have been left in the code.

It's "February 20, 2013" or "20 February 2013", not "February 20 2013".
The change is to the former.

With silent rules, the output of make is less verbose and compilation
warnings are easier to spot. Silent rules are disabled by default and
can be disabled or enabled at will by make V=0 and make V=1.

Some applications still have support for an ancient documentation
build system. Eliminate the DOCSUPPORT define in otp.mk.in and the
not taken arm of the ifdefs in the Makefiles.

checking if CC equaled gcc. That is, the makefiles failed to
detect gcc C compilers with other command line names than gcc.
`configure' now substitute GCC into the makefiles. If CC is a gcc
C compiler, GCC will have the value yes. (Thanks to
