crypto: Patch 1271
OTP-13384: Use EVP interface for AES-CBC encryption.
This enables OpenSSL 1.0.1 the use of hardware acceleration
on newer Intel CPUs (AES-NI), among other platforms.
This is a backport from OTP 18.0 to R16B03.
