Breaking: Large simplification of ci.erlang.mk

Automatic deletion of build/installations of OTP versions has
been removed. It is not seen necessary in an age where these
installations can be cached by CI.

Windows-specific version management has been removed. Now that
erlef/setup-beam is in use by the CI workflows there's no need
to maintain that anymore.
